The Protected Area Management Board (PAMB) of the Samar Island Natural Park convened its First Special Board Meeting on June 23, 2026, at the 3rd Floor Convention Center of Samar State University in Catbalogan City. The meeting brought together representatives from government agencies, local government units, academic institutions, and other stakeholders to discuss important conservation, research, and development initiatives within the protected area.
Welcome remarks were delivered by ๐๐ฟ. ๐ฅ๐ฒ๐ฑ๐ฒ๐ป๐๐ผ๐ฟ ๐ฆ. ๐ฃ๐ฎ๐น๐ฒ๐ป๐ฐ๐ถ๐ฎ, University President, who emphasized the importance of collaboration among stakeholders in ensuring the sustainable management of Samarโs rich biodiversity and natural resources.
Following the declaration of a quorum by ๐๐ฟ. ๐๐ฒ๐ผ๐ป๐ฎ ๐ . ๐ง๐๐บ๐ฎ๐บ๐ฎ๐ธ, the PAMB members proceeded with the approval of the meeting agenda and the review of the minutes of previous meetings. Discussions then focused on key agenda items aimed at strengthening conservation efforts and promoting sustainable development within the protected area.
Among the major matters presented for board approval was the research protocol of ๐๐ป๐ด๐ฟ. ๐๐ผ๐ต๐ป ๐ฅ๐ต๐ฒ๐ ๐ฌ. ๐๐ฎ๐๐ฎ๐ป๐ด, which seeks to contribute valuable scientific information for the management of the Samar Island Natural Park. The board also reviewed a Memorandum of Agreement concerning the conduct, coordination, implementation, and extension of research-related initiatives between Samar State University and the protected area management. The agreement was presented by ๐ ๐ฟ. ๐๐ป๐ฑ๐ฟ๐ฒ๐ ๐๐๐ ๐. ๐ฆ๐ฒ๐พ๐๐ถ๐๐ผ.
A portion of the meeting was dedicated to presenting science-based biodiversity conservation recommendations by ๐ ๐. ๐๐ถ๐ฎ๐ป๐ฎ ๐ฆ๐ต๐ฎ๐ป๐ฒ ๐๐ฎ๐น๐ถ๐ป๐ฑ๐ผ, Director of the Center for Fisheries and Aquatic Resources Research and Development (CFARRD). The presentation highlighted the results of Phase III of the Conserve-Kaigangan Project, showcasing key findings and recommendations aimed at strengthening biodiversity conservation efforts.
Members also participated in the signing of a Memorandum of Agreement for the protection and sustainable management of the BaseyโMaydolong Road Project, ensuring that infrastructure development remains consistent with environmental protection goals. The board likewise deliberated on the request for the extension of wildlife research permits for ongoing studies being conducted within the protected area, presented by ๐ ๐. ๐๐ผ๐น๐ฒ๐ฒ๐ป ๐ฆ. ๐ง๐ถ๐ฏ๐ฎ๐ฟ.
Another agenda item was the presentation of the proposed potable water system subproject for selected barangays in the Municipality of Paranas, Samar, by ๐๐ป๐ด๐ฟ. ๐ฉ๐ถ๐ฟ๐ด๐ถ๐ป๐ถ๐ฎ ๐. ๐๐ถ๐น๐๐ฎ๐ป๐ผ. She outlined plans to improve water supply services for communities while ensuring compliance with environmental safeguards and conservation objectives.
The meeting concluded with discussions on other matters and closing remarks from ๐๐ฟ๐๐๐ฟ๐ผ ๐ก. ๐ฆ๐ฎ๐น๐ฎ๐๐ฎ๐ฟ, D.M., CESO IV, Chairman and Regional Executive Director of the Department of Environment and Natural Resources (DENR) Region VIII.
The successful conduct of the First Special Board Meeting reaffirmed the commitment of the Protected Area Management Board and its partners to balancing environmental conservation, scientific research, and sustainable development initiatives within the Samar Island Natural Park.
